How to tell which court you are in
The court is printed on the ticket, and that is authoritative. Geographically: inside the Cortland city limits it is Cortland City Court; anywhere else in the county it is the town court for the town where the stop happened.
Cortland County is simpler than Onondaga in one respect, the state locator lists no separate village courts here, so outside the city you are looking for a town court rather than choosing between a town and a village.

I-81 and out-of-county drivers
I-81 runs the length of this county between Syracuse and Binghamton, and a large share of the tickets written here go to drivers who do not live in Cortland County and in many cases do not live in New York.
If that is you, the practical question is usually whether you have to come back. Often you do not, though it depends on the court and the charge, and it is the first thing worth asking about. A New York conviction goes on a New York record and can reach your home state through the licensing compacts, which is a separate issue from the ticket itself.
Small courts, long calendars
Most of these courts serve small towns and sit on limited schedules. That is the single biggest driver of timing in a Cortland County traffic matter. It rarely changes what is achievable. It changes when.
Plan around the date on the ticket rather than assuming the matter resolves quickly, and if you need it dealt with before something specific, a job, a move, an insurance renewal, say so early.

I am from out of state and got a ticket on I-81.
Common here. I-81 carries a great deal of through traffic between Syracuse and Binghamton, and out-of-county drivers get stopped on it constantly. You generally do not need to travel back for us to handle the matter, though it depends on the court and the charge.
The court only sits once a month. What does that mean for me?
Mostly that the timeline is longer than people expect. A matter that might resolve in a few weeks in a busy court can take months in a small one, purely because of the calendar. It rarely changes the outcome, but it does change what you should plan around.
